America's Immigrants, Past and Future
If the director of a homeless shelter had no requirements for entry, the whole enterprise would become dangerous and fall into disarray. Without law and order, you wouldn't have a "shelter." All you would have is a makeshift camp where those with evil intentions find it easy to get inside and prey upon the weak. Hence the need for specific requirements prior to entry.
In many respects, America throughout her history has been a huge "homeless shelter."
