10. Obama's LGBT Federal Contracting Executive Order
In July 2014, Obama issued Executive Order 13672, which prohibited federal contractors and subcontractors from discriminating on the basis of sexual orientation or gender identity.
The executive order had come in response to the U.S. Congress' stalling on similar proposed legislation called the Employment Non-Discrimination Act (ENDA).
EO 13672 garnered much criticism as many argued that it lacked sufficient religious liberty exemptions for those contracting with the federal government who may hold objections to homosexuality or transgenderism.
"If religious organizations cannot require that their employees conduct themselves in ways consistent with the teachings of their faith — then, essentially, those organizations are unable to operate in accordance with their faith," said Peter Sprigg, senior fellow for Policy Studies at the Family Research Council in 2014.
"This level of coercion is nothing less than viewpoint blackmail that bullies into silence every contractor and subcontractor who has moral objections to homosexual behavior."
