Report does not ‘exonerate’ Trump of obstruction of justice

The Mueller report states that it was not able to reach a judgment about whether or not Trump obstructed justice through efforts to end or limit the scope of the investigations into Russian interference and the Trump campaign.

The report makes clear that Trump is not exonerated from claims that he obstructed justice through interactions with law enforcement officials in charge of overseeing the investigation and witnesses in the investigation.

“Based on the facts and the applicable legal standards, however, we are unable to reach that judgment,” the report says. “The evidence we obtained about the President's actions and intent present difficult issues that prevent us from conclusively determining that no criminal conduct occurred. Accordingly, while this report does not conclude that the President committed a crime, it also does not exonerate him.”
