While most sitting members of Congress attended Zelensky's speech, Hawley did not. Fox News' Chad Pergram shared a statement from Hawley, who explained that he didn't attend the speech because he "didn't want to be part of the photo op asking for more money from the United States government when they haven't given us a single piece of accounting on anything they spent."

Describing the U.S. taxpayer money sent to Ukraine so far as "blank checks," Hawley contends that "there's no accountability whatsoever" and "no oversight whatsoever."
"Our European allies are continuing to sandbag. We have spent more on Ukraine [than] all of the Europeans put together and it's on their continent," Hawley said.
