Biden expressed gratitude for the heroism of Brandon Tsay, the 26-year-old who disarmed the gunman who carried out the mass shooting last month in Monterey Park, California.
"Two weeks ago, during the Lunar New Year celebrations, he heard the studio door close, and he saw a man standing there pointing a semi-automatic pistol at him," Biden said during his speech.
"He thought he was going to die, but he thought about the people inside. And in that instant, he found the courage to act and wrestled the semi-automatic pistol away from the gunman who had already killed 11 people at another dance studio."

Remarking that Tsay "saved lives," Biden proclaimed, "It's time we do the same." He called on Congress to embrace gun control proposals that he believes will lead to fewer mass shootings, including a plea to "ban assault weapons now."
Citing the 1994 Assault Weapons Ban as a success that led to fewer mass shootings in the 10 years it was on the books, he slammed Republicans' decision to "let it expire," attributing that decision to a tripling in the number of mass shootings.
"Let's finish the job and ban these assault weapons," Biden said.
