3. McCarthy agrees to hold a vote on border security
Rep. Anna Paulina Luna, R-Fla., another one of the initial holdouts who eventually supported McCarthy’s speaker bid, outlined the contents of the “historic conservative win” made possible by the initial holdouts in a message to her constituents posted on Twitter. Luna noted that the deal includes a vote on “a Texas border plan so that we once and for all commit to stopping the crisis at our Southern border.”

The Texas Border Plan, supported by 24 of the 25 Republican members of the House who are from Texas, calls for the completion of the border wall started by the Trump administration, the construction of navigable roads along the southern border, ending “catch and release” policies, defunding nongovernmental organizations that encourage migrants to cross the border illegally and the designation of drug cartels that facilitate human smuggling into the U.S. as terrorist or terrorist-equivalent organizations.
