A preview spoiler clip for the episode has been released (shown below), and reveals David showing James the tape of Sally basically admitting to murdering her husband. It also shows Cyrus helping to cover it up, which should spark fireworks to get the season restarted again.
James is understandably apprehensive about helping David take down Sally and Cyrus. James of course has his new role in the White House to think about, and the tape is inadmissible in court.

David is unrelenting though, and will tell James that's exactly why he desperately needs him on board.
