Parental rights, IVF, immigration: What to expect if Trump defeats Harris

Trump has released an “Agenda47” platform outlining his “plan to protect children from left-wing gender insanity.” The policy proposals he's vowing to implement would work to “stop the chemical, physical, and emotional mutilation of our youth,” referring to the body-deforming drugs and procedures performed on youth exhibiting gender dysphoria.
The candidate said he would “ask Congress to permanently stop federal taxpayer dollars from being used to promote or pay for these procedures” and “pass a law prohibiting child mutilation in all 50 states.” Currently, 26 states have enacted bans on some or all types of “sex-transition” procedures.
States that have prohibited such procedures from being performed on youth include: Alabama, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia and Wyoming.
Meanwhile, 14 states have taken steps to implement “shield” laws ensuring access to such procedures.
California, Colorado, Connecticut, Illinois, Maine, Maryland, Massachusetts, Minnesota, New Mexico, New York, Oregon, Rhode Island, Vermont, Washington and the District of Columbia have “shield” laws in place while the governors of Arizona and New Jersey have implemented executive orders designed to ensure access to the body-mutilating procedures.
Trump has also signaled his intention to “declare that any hospital or healthcare provider participating in the chemical or physical mutilation of minor youth will no longer meet federal health and safety standards for Medicaid and Medicare — and will be terminated from the program” and “support the creation of a private right of action for victims to sue doctors who have unforgivably performed these procedures on minor children.”
Trump’s plan also calls for the investigation of “Big Pharma and the big hospital networks” to determine if they have “deliberately covered up horrific long-term side effects of ‘sex transitions’ to get rich at the expense of vulnerable patients” or “illegally marketed hormones and puberty blockers, which are in no way licensed or approved” for treating gender dysphoria.
The candidate will also ask Congress to declare that Title IX, the federal civil rights law requiring equal opportunities for women in education, prohibits trans-identified males from competing in women’s sports.
