The Galaxy Tab 4 7.0 hasn't even hit the stores yet, but it seems to be created to go head-to-head with the Asus/Google powerhouse judging from the size and specs. Samsung chose to use the same leather-like backing found on the Galaxy Note 3 on the Tab 4 line so the 7-inch model benefits from this great look. The Nexus 7 features an all-black exterior with large top and bottom bezels. It's a solid-looking device, but lacks the classiness and sophistication seen on the new Galaxy Tab 4 line. Samsung's tablet would have to take it in this area.
Display
The Nexus 7 comes with a 7-inch display with 1920 x 1200 resolution at 323 ppi. It is an IPS LCD multi-touch display. The Galaxy Tab 4 packs a 7-inch LCD display with 1280 x 800 pixels at 216 ppi. This is slightly less impressive than the numbers on the Nexus 7. Speed
The Galaxy Tab 4 comes with a 1200 MHz quad-core processer with 1.5GB RAM and runs Android 4.4.2, KitKat stock. The Nexus 7 2013 model packs 1500MHz quad-core Qualcomm Snapdragon S4 processor with 2GB RAM. The Nexus seems to have the better specs in this area. It also runs a purer form of Android without all of Samsung's bloatware which also gives it an advantage when it comes to the tablet running efficiently.
Camera
The Nexus 7 comes with a 5-megapixel rear shooter and a 1.2 megapixel front camera while the Galaxy Tab 4 has a 3-megapixel shooter in the back with a 1.3 megapixel in the front. Once again the numbers are in the Nexus's favor. Samsung seems to have skimped a bit with certain components. Both devices probably take good pictures, but the Nexus ones might be nicer.
Conclusion
The Nexus 7 comes with better specs in just about every department. Samsung did a great job with the exterior design by following the Note 3, however, the company gave it inferior components in comparison to Samsung's slate. The Nexus 7 is definitely the better tablet overall.
