The outlet cited an exchange between Bethesda's studio marketing VP, Peter Hines, and a fan on Twitter. It said that the free upgrade will not be available if fans only bought the original "The Elder Scrolls V: Skyrim Special Edition", the DLCs must be part of their game collection if they plan to play it on Steam.
For those who would get the "The Elder Scrolls V: Skyrim Special Edition", they will automatically get the original game - more specifically, the 2011 Game of the Year version, according to its official website. They will also get the DLCs Dragonborn, Hearthfire and Dawnguard.
