5. McCarthy agrees to wait at least 72 hours after the release of a bill’s text to schedule a vote

Another source of contention related to the passage of the $1.7 trillion omnibus bill surrounded its introduction at the last minute of the 117th Congress, just days before Christmas. Critics contend that this did not give members time to read the bill, which extended for more than 4,000 pages and contained appropriations for multiple government agencies, and leaders of both chambers of Congress worked to pass the bill as quickly as possible so lawmakers could go home for Christmas.

In her message to constituents, Luna outlined the contents of the “historic conservative win” made possible by the initial holdouts. She stated that the 118th Congress will prioritize “Single subject bills that can’t be loaded with irrelevant nonsense and woke policies” in addition to “making sure Members take 72 hours to read a bill instead of forcing a vote on huge spending bills that hide anti-American provisions.”
