10. Walter Clapp
Walter Clapp, an inventor based in Montana, is seeking the Republican nomination for president. He is making increasing the size of the United States House of Representatives, which has been capped at 435 since 1929, a central part of his campaign.
“Walter will veto all non-essential bills until Congress passes one to significantly increase the size of the House of Representatives, per George Washington’s First Proposed Amendment to the Constitution,” Clapp’s campaign website states. The amendment in question would have required one representative in Congress for every 50,000 people. With the 2020 census measuring the U.S. population at 331,449,281, the House would increase to approximately 6,629 representatives if Clapp’s proposal is approved.
Additionally, the candidate has vowed to “usher in an Unlimited Article V Convention” that would enable states to propose amendments to the U.S. Constitution and pass them if they receive the support of two-thirds of the states. In the ad announcing his campaign, Clapp called for the construction of “a vast, underground interstate tunnel system” as well as “a second electrical grid” that would serve as “an endocrine system to our nervous system.”

“Our democracy is burning. Our republic is burning. It is actively on fire,” he maintained in the ad. As he outlined his policy proposals, he assured the American public that “I know how to put it out.”
